Navo invoices are issued at the start of your billing cycle for the number of users you have in your account. If your user count then changes during your billing cycle, adjustments are added to your upcoming bill.
A user is counted if they have been invited to your tenancy and accepted that invite. Pending invites don't count towards your user count.
If you are a legacy Navo user, we calculate how many users you have based on your Microsoft 365 tenancy instead of your invited users. This count is done three days before every issued invoice.
